Why are the banned turns being proposed?Leeds City Council for some time has been asked to design and deliver a scheme which improves this area from a busy highway/ vehicular traffic dominated environment to a more pleasant road environment through the provision of wider pavements, safer formal crossing provisions and the control/ management of traffic movements.In order to achieve these outcomes various options were considered. Only one layout did not result in extensive queues and standing traffic in the area throughout the day. However to achieve these ambitions for the area, there&#39;s a requirement to ban some existing turning movements which cause delays to the highway network and hinder the efficient operation of the junction.The scheme proposed must provide a more pleasant and safer road environment for pedestrians and cyclists and manage traffic movement through a signal controlled operation. It is appreciated that the banned right turn from Green Road isn&rsquo;t ideal for some residents and visitors to the area. However the diversion route of Stainbeck Avenue and Stainbeck Road will be able to accommodate this movement and redirect traffic back to Meanwood Road and those traveling to Headingly / Weetwood they can continue on Grove Lane.The banned movements are likely to cause an increase in rat running through the residential areas.In order for Leeds City Council to introduce measures to prevent excessive traffic on minor roads, we adopt an evidenced based approach.Therefore as part of this scheme we will undertake before and after traffic surveys to be able to determine whether there is a significant increase in traffic volumes, which in turn is having an adverse effect on the community. This approach will allow us to determine whether the level of traffic is proportional to the number of residential properties within the area. If any locations are shown to be of concern post implementation, we would look to consider options to make changes through our annual programme of works.What consultation was undertaken for this scheme?Work to re-design and improve this junction have been undertaken over a number of years. Highways engineers have worked with local ward members and community groups to come up with a scheme that will work for all road users.Leeds City Councils statutory process for consultation is to only consult with those residents and businesses who are directly affected by the works. In this case it covered anyone living on Stonegate Road, Meanwood Road, Stainbeck Avenue, Bentley Lane and Green Road within the proposed working area.It is appreciated that the works will affect many people who live outside of the immediate area of the proposal, however there is no way to accurately determine where the outer area of the consultation should be .Prior to this consultation, there&#39;s been regular dialogue with ward members and the Meanwood Valley Partnership to discuss the design, along with representatives of businesses invited to be involved.Why is there no south-west bound cycle lane?It was noted that cyclists find it difficult traveling along the north-east bound direction due to the gradient of the road and as such it is difficult being within the traffic. By segregating this direction they can travel safely at a slower speeds, without other vehicles being in close proximity to them.Given the available space for the design it was not feasible to introduce a cycle lane in both directions. It was recognised that cyclists in the south-west bound lane would be able to travel within the traffic better given the downhill gradient. There&#39;s also other alternative safer routes to Meanwood Road through Stainbeck Avenue and Bentley Lane.What will happen next?We will review the consultation responses and present the findings and recommendations to the ward members. If the conclusion is to progress the scheme, we will then seek approval from the Chief Officer for highways and transportation to secure funding, enable detailed design and implement construction of the scheme.

Meanwood JunctionMajor changes are proposed to the junction of Stonegate and Meanwood, which looks to improve safety for pedestrians crossing the roads, restricting vehicle movements and introducing new segregated cycling lanes.The scheme is proposed to introduce wider footways and additional signalised crossings for the betterment of pedestrian use around the area.The junctions of Meanwood Road / Monk Bridge Road and Stonegate Road / Stainbeck Avenue are each proposed to be formally signalised to control traffic through the junction and prevent queuing on the approaches. To facilitate this, some restrictions on turning movements are required, including:<ul><li>No right turn out of Green Road onto Meanwood Road - traffic (including no 51 bus) will access Meanwood Road via Stainbeck Avenue and will either turn right onto Bentley Avenue or Stainbeck Road.</li><li>No right turn out of Monk Bridge Road onto Meanwood Road.</li><li>No right turn out of Authorpe Road onto Stonegate Road.</li><li>No left turn out of Meanwood Road onto Monk Bridge Road.</li></ul>In addition to these changes, the scheme will incorporate a segregated cycle lane on the north-east bound carriageway along Meanwood and Stonegate Road, due the difficulties for cyclists moving slowly within the traffic.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1643379950/projects/meanwoodjunction/155184b9-398c-4a6f-b707-261f093a2446.jpg" class="fr-fic fr-dii"> <img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1643379890/projects/meanwoodjunction/8cd6654c-7838-4712-8c1c-709d9741a6e0.jpg" class="fr-fic fr-dii">BackgroundDuring the Waitrose development on Green Road, there was a planning condition for a sum of money be given to the council to introduce traffic signals on the Green Road / Meanwood Road junction. During this development it was agreed that signalising this junction could not be done in isolation, and therefore a wider scheme was proposed to improve the Meanwood district centre as a whole.
